Is there a way for users to use some section of the wiki? for instance someone might wish to create a blueprint for a game feature. Should he be enabled to create some space in this framework?

I do not understand the question. Technically you've got already the permission to create and edit a wiki page in our wiki. So e.g. creating a wiki page for a blueprint is already the state of the art.

Or are you talking about personal user pages? If so, I guess noone thought about those and the bigger question would be, are they needed and for what?

Yes. Find an appropriate page where you want to link to your new page (I dn't know the Wiki structure well enough to suggest something), edit it and add a wikilink to the preospective page. Then you can edit the new page.
