Another issue with the AI burning buildings:

Some starting conditions (fortified village) give additional buildings. But often, some are placed so they can't be connected to the road network immediately. One needs to expand a bit before being able to use such buildings. But the AI doesn't see this. I've often seen the AI burn down the starting battle arena.

in current ai-military-changes branch I extended wait time to 45 minutes or more, so this should not happen anymore (once this branch is merged to trunk, of course)
