What about let the fish breeder breed 2 fish instead of one?

Do you mean that he breeds at 2 spaces which are neighbours? Well, the fish breeder could have a longer pause time for compensation. Should he walk only one time and breed then 2 fish? If so, it would change his working speed as a function of the distance to the water...

That hunters would need it as well would be logical, yes. But how would they do that? Maybe by randomly animal creation?

For me it looks OK, but the "always successful" percentage should really be below 10 or even 5 %. And not like 60 % as it is with wells

I fully agree. If the fish-breeder attempts this 10% of time, and 5% of the attempts succeed, one needs to be rather desperate to go this route.

I think giving the fish breeder only a random chance of breeding on an empty field would be the best option, just like with mines. Giving the same power to fishers would indeed mean we'd need it for hunters too, otherwise we can expect to run into balancing problems. And then we need to solve the problem how the hunter will create the animals, because there are visuals involved...
