actually, they are weakest at level 0, when they are very cheap. 10(Bb) have slightly better than even odds with 10(Em) and are onlly mildly disadvantaged against 10(At). They are, however, more expensive than those of other tribes, which is reasonable since barbarians are an early game tribe, meant to be strog early and weak later. It was just too much to make their 10(Bb) much weaker AND more expensive, as they were prior to the change.
