well, the probelm here is that there are big maps and there are small maps. on a big map it may take a couple hours to make contact (more if unskilled players are involved). on crater you make contact in 20 minutes. so if you put some hard blocks forbidding the most specialized economy for a few hours, you'd never get a full economy on the small maps. I like the game as it is, with the rush to set up a full economy as soon as possible, so I don't see any need to change things.
