The default target soldier quantity can differ between the tribes, I suppose. Probably Barbarians should have the highest default and Atlanteans the smallest, if keeping the tribes differentiated in the old way.

OK, forget about target now, it is not implemented yet anyway, what should be policy for barracks - stopping/starting? Or should it be always running?

Your proposal means a lot of hard coding. It would be better to have AI Hints for the wares encoded in the init.lua files e.g. "encances_defense", "enhances_attack", "basic_weapon" etc... we only have AI Hints for buildings so far, so that's already quite some time needed to hack it all in, plus an additional data structure for ware types to be stored and read.

We might also be able to extract this kind of information from the production programs during game initialization - that would be even better, because we would't be able to mess up data consistency.

I agree that a target quantity setting needs to be available in the economy.
